Overview

Introduction

DFAT Nuku’alofa Post invites Tongan civil society organisations (CSOs) to submit activity proposals for humanitarian programming in the Kingdom of Tonga through the Tala Kei Kapa: Prepare, Respond, Recover Program.

The Tala Kei Kapa: Prepare, Respond, Recover Program (the Program) supports the Government of Tonga and civil society partners to strengthen disaster preparedness actions and provide immediate response and early recovery assistance to those affected by disasters.

The Program aims to ensure:

  • that Tonga leads effective and inclusive responses to disasters and climate change.
  • CSOs can represent and support community Disaster Risk Management (DRM) and climate priorities prior, during and following DRM and climate related events.
  • There is stronger DRM coordination in Tonga to support effective, inclusive and locally led responses to disaster and climate change.

Civil Society Organisations with a presence in Tonga are invited to submit a proposal for funding of humanitarian preparedness activities in line with these outcomes.

Tala Kei Kapa grants support projects up to five years with a maximum amount of AUD500,000 per project.

This form is an invitation to submit an activity proposal. This invitation should be read in conjunction with the Tala Kei Kapa guidelines and investment design document.

Confirmation of Eligibility

Eligible Activities:

The following themes are eligible for the current grant round:

  • anticipatory action interventions
  • inclusive disaster preparedness actions
  • adaptation to climate change
  • capacity training (for both community and CSO’s)
  • protection and psychosocial services
  • education and shelter programming
  • implementation of the DRM Policy

Applicant Criteria:

  • Applicants must be a non-government organisation and have an established presence, program portfolio and relevant network across Tonga.
  • Applicants must have the capability to meet DFAT due diligence requirements including child protection, prevention of sexual exploitation, harassment and abuse, and a proactive risk management approach.
  • Applicants must be active members of key clusters relevant to organisation sector or thematic focus / specialisation.
  • Applicants must provide a letter of support from the proposed recipient’s village’s DRM Committee (or town/district officer where a DRM Committee has not yet been established) agreeing the program can be implemented in their village.

Submission Requirements

  • Beneficiary DRM Committee’s have signed off on the application.
  • Capability to meet DFAT due diligence requirements including child protection, prevention of sexual exploitation, harassment and abuse, and a proactive risk management approach
  • How the organisation plans to implement its activities is clear (partners, timeline)
  • Projects adheres to the overall goal, objective, and outcome of the program
  • A monitoring and evaluation plan is included in proposal and has identified tangible and reliable indicators
  • Figures of beneficiaries add up and are consistent throughout the project proposal and the proposal has demonstrated ability to report these figures through a monitoring and evaluation plan
  • A detailed budget is included and costs in budget are reasonable and demonstrate cost effectiveness
  • Mainstreamed elements are apparent (protection, gender, youth, climate etc)
  • Two referee reports have been sourced that demonstrate your organisations experience and capacity to achieve the proposal outcomes.

Grant Conditions

  • Successful organisations will be required to submit an annual work plan, a six-monthly progress report, and an annual progress report, including financial acquittals.
  • Funding for multi-year proposals will be paid in yearly instalments on the conditionality of submission of work plans, progress reports, and financial acquittals.
  • Successful applicants will be expected to contribute to the implementation of Tonga’s national cluster system, including attending their relevant cluster meetings.
  • Successful applicants will abide by the conditions outlined in DFAT’s simple grant agreement terms and conditions.
